What we are, precisely

We are a home care agency licensed by the Pennsylvania Department of Health, Division of Home Health under 28 Pa. Code Chapter 611. That means we provide non-skilled care: help with daily living, companionship, respite, and support around the house.

We are not a home health agency. We do not provide skilled nursing, wound care, injections, or any medical treatment. We can help someone take medication they are managing themselves, but we cannot administer medication. If what you need is skilled care, we will tell you that on the first call and help you find the right provider instead of taking the work.

Why we are so specific about this

Plenty of agencies blur the line between home care and home health because it widens the market. Blurring it puts a caregiver in a position to do something they are not trained or permitted to do, in somebody's house, with no clinician present. We would rather turn work away.

How we hire and train

Every caregiver clears all of the following before they are assigned to anyone. These are regulatory requirements, and we treat them as a floor rather than a target.

  • A face-to-face interview and two verified referencesEvery reference is a real, checkable reference from someone who is not a relative, confirming the person can do this work.
  • Pennsylvania State Police criminal history reportObtained before hire, reviewed against the disqualifying offences set out in the regulations, and kept on file.
  • ChildLine clearance where it appliesRequired whenever a caregiver may serve a consumer under 18.
  • Tuberculosis screening before any home visitCompleted before the first assignment and documented in the caregiver's file.
  • Competency confirmed before the first shiftTen core subject areas for every caregiver, plus six more for anyone providing hands-on personal care.
  • They are our employees, not contractorsWe carry the payroll taxes, the insurance, and the supervision. You do not become somebody's employer by accepting help.

What competency actually covers

Before a first shift, every caregiver has addressed ten core subject areas: confidentiality; consumer control and the independent living philosophy; instrumental activities of daily living; recognising changes in a person that need to be reported; basic infection control; universal precautions; handling emergencies; documentation; recognising and reporting abuse or neglect; and dealing with difficult behaviour.

Anyone providing hands-on personal care covers six more: bathing, shaving, grooming and dressing; hair, skin and mouth care; help with walking and transferring; meal preparation and feeding; toileting; and assistance with self-administered medication.

Supervision does not stop after the match

A supervisor monitors each assignment on an ongoing basis: whether the plan still fits, whether the caregiver is doing the work as written, and whether anything in the home has changed. If the match is not working, say so. Changing caregivers is a normal request, not a complaint.

Where we work

Philadelphia County and Montgomery County, Pennsylvania. Care is available 24 hours a day, 7 days a week. The administrative office is open Monday to Friday, 9:00 AM to 5:00 PM, and the on-call line covers everything outside that.
